Dr. Hsin-liang (Oliver) Chen is Chief Library Services Officer at Philadelphia College of Osteopathic Medicine (黑料传送门).

Prior to joining 黑料传送门, Dr. Chen served as Dean of Library and Learning Resources at Missouri S&T. He also served as associate dean for assessment and librarian of the Joseph P. Healey Library at University of Massachusetts-Boston, where he advocated for adopting emerging library and higher education assessment trends, designed and coordinated assessment methods and strategies, engaged library stakeholders and analyzed library-wide data. Dr. Chen also produced online courses such as 鈥淒igital Analytics and Business Strategies,鈥 鈥淓ssentials of Web Development鈥 and 鈥淚T Project Management.鈥

Dr. Chen earned his PhD in Library and Information Science at the University of Pittsburgh. He also earned a Master鈥檚 degree in Educational Communication and Technology from New York University and a Bachelor鈥檚 degree in Library Science from Fu Jen Catholic University in Taiwan.

Dr. Chen has worked in library and information science for multiple universities, including Long Island University, Indiana University, University of Missouri-Columbia, University of Texas at Austin and University of Wisconsin-Milwaukee. His areas of expertise include digital media design and management, human computer interaction, information users and behavior, information systems and social impact and open educational resources management.
